Abstract
Organizations, such as the Navy, must be adaptive learning institutions to best prepare and compete in conflict. As such, how can the Navy become a learning organization again? This thesis addresses this question by providing historical learning case studies and exploring aspects of learning organizations. The work reveals understanding of how the Navy has demonstrated the qualities of a learning organization in the past, identifies barriers to becoming a learning organization, and offers suggestions on methods to grow and sustain the Navy as a learning organization to maintain a competitive advantage over adversaries.To achieve this goal, the Navy must re-discover and formally prioritize learning as a strategic objective. We suggest the Navy might publish doctrine to set relevant learning organization goals, overcome organizational inertia by thoughtfully revising reward systems, and sustain these achievements by avoiding common pitfalls to become a learning organization again.
