Abstract
Since May 2003, President Bush has undertaken a high-profile diplomatic intervention in the IsraeliPalestinian conflict. Even during the war in Iraq, the President made clear his commitment to issue the long-awaited "Performance-Based Roadmap to a Permanent Two-State Solution to the Israeli-Palestinian Conflict", composed by an international Quartet including the United States, European Union, United Nations, and Russia. Official publication on 30 April 2003 was followed by at least putative acceptance by Israel and the new Palestinian Prime Minister Mahmud 'Abbas.
