dc.description.abstract	With the advent of the McNamara-Hitch team in the Department of Defense, Comptrollership in the Navy merits increased attention. This author makes the assumption that comptrollership is here to stay in one form or another. The total field, however, is much too large for the scope of one thesis, so it is towards the area of the "right man for the job" that this paper will be directed.	en_US
