The increasing complexity of communications systems management
is introduced and the framework for a solution to management problems
is presented in the form of a management information system.
The role and value of information in an organization are shown so
as to highlight the benefits of a well designed information system. The
mission and objectives of an information system are defined to serve
as guidance for the managerial aspects of the design effort.
A method is developed to analyze a system by identifying the
general elements of information required by a manager around which a
computer-based information system could be designed. This procedure
is applied to the Marine Corps communications system, resulting in a
detailed description of the functions of the communications manager.
Further analysis determines the elements of information required to
perform these functions.
