A systems analysis of the processes involved in the estimation
of future military needs is presented. A conceptual
model of the estimation procedure is formulated and illustrated.
Several applicable methods are examined in the
context of practical approaches to the needs estimation
problem. These methods are then evaluated in the framework
of the conceptual model. Finally, a coordinated procedure
is developed which combines several of the most valuable
characteristics in the individual methods.
