This thesis addresses the need for a reference publication to enhance the financial and supply systems training of the U.S. Navy's Surface Warfare Officer Personnel Qualification Standards program. The thesis presents
topics and discusses the reasons for the inclusion of these topics in the reference publication. In conclusion, the thesis makes several recommendations concerning the use of the reference publication and presents an appendix which provides a sample publication that could be used to meet these
recommendations.
