This thesis is a study of various techniques which provide incentives for contractors for work under a Master Ship Repair (MSR) contract. These techniques are used to motivate the contractor to adhere to the original schedule without degradation- of quality control when growth work or change orders entitle the contractor to an increase in price, changes in schedule, or both. The methodology used to investigate these techniques was primarily personal interviews with Government and contractor personnel involved in the ship repair/overhaul industry and literature research. The results of this study indicate contractors are incentivized to reduce schedule slippages by a process of: stabilizing regional workloads, supplementing training, coordinating conferences, increasing manning levels, and by changing certain milestone dates and work procedures. This thesis also proposes an award fee contract type which incorporates the above as an alternative to the contract type presently being used.
