This report describes the current role of the Navy Leadership and Management, Education and Training Program (LMET), and analyzes the benefits and limitations of Navy-wide implementation. This methodology focused specifically on the incentives and constraints on utilization of LMET competencies. Interviews of a cross-section of 70 LMET graduates were conducted in an effort to determine key factors to promote competency use. Results indicate specific recommendations regarding the use of the Navy's Human Resource Management Support System to reinforce LMET training.en_US
