The SPLICE system is designed to integrate a variety of current and projects! NAVSUP processing and telecommunications applications. The operation of the more than twenty new applications systems currently under development will increase the Navy's dependence on automated support, and will require that the risk of operating the SPLICE data processing environment be evaluated and managed at an acceptable level. This thesis identifies the requirements for implementing a Risk Management Program, provides a formal model for the quantification aid management of risk, and examines contemporary technical and managerial countermeasures which could be effective in reducing the operational risk of SPLICE.
