This thesis provides a synopsis of the "Resources Management System" (RMS) which is currently in use at many Navy shore activities. The information is presented in manual format so that it can be used as a guide to the Resources Management System. The manual provides insight into the background of RMS and provides a concise view of the operations at the local command level because the greatest number of RMS participants are at this level. the overview highlights relationships within the system and provides a view of the RMS reporting requirements.
