This thesis provides an overview of the management control
and financial management systems currently utilized within the
Naval Reserve Claimancy for management of the Operation and
Maintenance, Naval Reserve (0&M,NR) Appropriation. An analysis
of these systems and identification of control and performance
weaknesses resulting from their utilization provides the basis for development of a standardized financial management
system. The standardized financial management system
developed by the authors is detailed in the enclosed
handbook for use by operating budget holders and
OPTAR holders in the Naval Reserve Claimancy.
