This thesis examines the costs and benefits associated with automating the procurement function at the small activities of the Navy Field Contracting Systems (NFCS). Large activities are currently scheduled to receive the Automation of Procurement and Accounting Data Entry (APADE) system. This research evaluates the appropriateness of utilizing APADE in the small NFCS activity as opposed to an alternate existing system that can satisfy the automation needs of the small NFCS activity.
