This research was undertaken to evaluate the effectiveness of the Navy Office of Legislative Affairs procurement workshops in strengthening the defense industrial base and increasing competition. The researcher found, through a literature review, that there is a need for the procurement workshops. The defense industrial base has shrunk over the last few decades to where there is concern over whether or not the U.S. would be able to fight a prolonged war. Additionally, competition has become the watchword in Navy procurement. Through the use of a questionnaire to survey attendees at workshops over the last three years, starting with 1984, the researcher determined that the workshops have been effective in attaining both objectives.
