Non-developmental Items (NDI) policy: the effect on HM&E standardization

This thesis describes the effects of the NDI policy on HM&E equipment procurement. It describes and examines the scope of the current non-standardization/APL proliferation problem in the HM&E area and the impact that NDI policy has had in this area. The thesis examines current standardization programs including the increased emphasis on using nongovernment standards (a form of NDI) to curb proliferation, cut acquisition costs, and reduce reliance on government generated standards. The results of the research indicated that HM&E procurement outcomes will not be essentially affected by the new NDI policy. NDI has been an elemental consideration in past HM&E procurements and a significant factor in the current APL proliferation problem. The incorporation of more non-government standards to define equipment requirements, though highly desirable to cut development costs, is not always feasible. Current efforts to convert government standards to non-government may be overly optimistic due to the limited capabilities of the voluntary standards organizations.
