This study explores the optimization method of simulated annealing for use in an analytic tool for counter-narcotics analysis. A model is developed, employing RAND Corporation's Simulation of Adaptive Response model as an objective function evaluator, which optimizes interdiction asset locations relative to a simple smuggling network in the Caribbean region. in addition to asset location optimization, the response of the model to changing numbers of assets is al tested. Result indicate that this methodology has potential for use in the counter-narcotics program, and perhaps other network interdiction applications. Further research and testing are recommended. Military dog interdiction and the smuggling threat are discussed.
