This short paper illustrates how a top-down, capabilities-based planning process (CBP) might function in the US defense administration, using the example of ballistic missile defense. The paper discusses the primary strategic challenges with respect to missile defense, comments on the basic strategic approach and explores the available capability options. Subsequently, the paper compares the capabilities in terms of costs.
