This thesis discusses the issues and circumstances present in
Burma which have complicated and frustrated U.S. counter-narcotics
efforts and overall U.S. policy in the past. The thesis attempts
to forecast the future of Burma and suggests needed reforms for
development. Potential U.S. policy is proposed which accounts for
the political instability and economic decline of Burma while
remaining within internationally recognized guidelines.
