Acquiring telecommunication equipment and services requires a business approach in developing requirements and translating them into an RFP. The purpose of this thesis is to demonstrate the actual specification of a Digital Private Branch Exchange (DPBX) and Voice Response System and the review of Request for Proposals (RFP) in order the select the most cost effective proposal. The approach used towards evaluating vendor proposals consists of Life Cycle Analysis, Net Present Value and Total System Effectiveness models.
