Abstract
This research was conducted at the request of the Royal Australian Navys Directorate of Navy Capability Structures and Guidance, in order to determine approaches to more efficiently and effectively manage its workforce. Resource constraints are causing dramatic changes to management priorities within the Australian Defence Force, creating a need to explore innovative approaches to improving business practices. This thesis presents an in-depth review of supply chain management and human capital measurement techniques used by the United States Navys Enlisted Supply Chain and the private sector. Recommendations made in this thesis aim to provide the Royal Australian Navy with innovative techniques to adopt in order to meet their human capital needs in a highly competitive market for labor. This is suggested in order to reduce resource pressure, while meeting the mission requirements of the Australian Defence Force White Paper.
