An effective and efficient surface ship maintenance management policy and program has long been the goal of Navy planners. There currently exist several programs to assist in the planning and execution of surface ship maintenance and modernization availabilities , all supposedly in support of accomplishing repairs at the lowest required level and least cost . The key to a well maintained fleet is a well planned and properly executed maintenance and modernization program. The final product of all the planning, assessing and inspecting required prior to the start of availability is the Ship Alteration and Repair Package (SARP) . The SARF is the compilation of all work assigned for accomplishment during an availability. The package is compiled by Planning for Engineering and Alterations (PERA) from the Current Ship' s Maintenance Project (CSMP) and authorized SHIPALTs and approved by the Type Commander. This thesis examines the various resources available to the ship' s Commanding Officer and the Type Commander to help plan and manage work definition and work package development and identifies some problems in current implementation of the process.
