The Telecommunication Emergency Decision Support System (TEDSS) is an automated management tool to aid the government in the management of the nation's telecommunications resources during a national emergency. The current version of TEDSS uses conventional database technology which is rapidly becoming inadequate to entice the "computer naïve" manager to use the system under pressure. The National Communication's System which oversees TEDSS is very interested in opportunities to incorporate emerging technologies into its program. the purpose of this thesis is to consider TEDSS in the context of Crisis Management Decision Support Systems (CMDSS) in order to determine generic requirements for a CMDSS, survey the technology current implementations, and assess the potential for applying this technology to a revision of TEDSS. A further objective is to survey emerging technologies not found in CMDSS which can be transferred to TEDSS. The result of the research indicates that technology found in CMDSS is not much more advanced than TEDSS. Emerging technologies which would enhance crisis decision making for TEDSS includes geographical information systems, graphical user interfaces, optical storage and voice recognition.
