Abstract
This paper addresses the current-day M&S market economy and argues that this economy is not able to meet the requirements of the new Analytical Agenda. Potential transformational solutions to meet this challenge are identified, calling for experimentation to discover a new framework for M&S development and composition. The resulting framework will become established in the community through community acceptance and supportive governmental policies.
