A model for evaluating HS/HSL community consolidation
Abstract
A methodology is developed to assist in the evaluation of competing proposals for HS/HSL consolidation. Six criteria are developed to allow a quantitative measure of critical personnel, cost, and operational issues. The criteria are incorporated into a spreadsheet model that can evaluate five options simultaneously. Decision maker participation is required to derive a set of weights that represent the relative importance attributed to each criteria. Five options currently under consideration as candidates for consolidation are examined. Analysis is conducted to determine the effect different weight values have on the optimal solution. A sample run of the model is conducted to demonstrate its use.
