At a future date, the RED (Adversary) commander looks back triumphantly on his defeat of a (future) US Navy that did not operate effectively within the EM Spectrum and, as a result, was defeated at sea. That version of a future US Navy left itself vulnerable to enemy actions throughout the EM spectrum, and did not employ revolutionary EM warfighting concepts to exploit enemy vulnerabilities and defend US Navy and allied forces.
