The International Defense Acquisition Resource Management Program (IDARM), a division of the Naval Postgraduate School's Center for Civil-Military Relations, received funding to conduct a comparative assessment of defence acquisition in a representative sample of European nations. IDARM selected the following countries for the study: Albania, Coatia, Czech Republic, Germany, Moldova, Poland, Ukraine, The United Kingdom. Obvious distinctions among these nationa are membership in the European Union, NATO membership, and the former Warsaw Pact or the Soviet Union.
