This paper presents a methodology for evaluating tasks performed by a joint staff as set forth in the Universal Joint Task List (UITL). Measures of effectiveness are defined for selected sustainment and intelligence tasks. Results of experimental runs of the Joint Theater Level Simulation are presented to demonstrate the analysis process. Emphasis is placed on providing the staff planner with an ability to associate causal reasons for significant events in the exercise.en_US
