This report is presented by the Department of Defense (DoD) in accordance with Title 10 of the United States Code, section 2249c. The Regional Defense Combating Terrorism Fellowship Program (CTFP) is a security cooperation tool that provides education to international security personnel as part of the global effort to combat terrorism while reducing stress on U.S. forces. This report accounts for the expenditure of appropriated funds during Fiscal Year 2007 (FY07) for the CTFP, including: the countries that received CTFP funding; the total amount of funding provided for each country; and the educational courses attended by the foreign officers and officials. The report also includes an assessment of the effectiveness of the program and a review of efforts to improve it.
