As the discussions of 'information warfare' have progressed, there appear to be two institutions developing, separated by a yawning abyss: At the conceptual level, we have vague, if real, notions that the information revolution has great things to offer to defense, deterrence, and warfare in general. Including major contributions to Sun T'zu's observation that the greatest battles won are those gained without fighting.
