"The necessaity for specialized training for officers, beyond the fundamental education received at the Naval Academy, probably is not now seriously questioned by anyone. In practically every department on board ship an officer requires a comprehensive understanding of the fundamentals of engineering, and in many cases is faced with complex problems which call for expert treatment. The need for special training is great in the operating field. It is essential if real progress is to be made in improved methods and design. What is said of engineering applies with equal force to other fields. Just as intrcate problems present themselves in administration, law and command. Each is merely a part of the great problem of the conduct of war."
