It was hypothesized that there is a relationship between the output efficiency utilization of research and development and the behavioral characteristics of the individuals in the user organization. Concepts and models are discussed leading to this hypothesis. A linker type of performance is defined and a methodology for identifying such an individual is formed into a measuring instrument. Results from using the instrument in a census situation are presented. The instrument discrimination is subjected to validity tests and the results are reported.en_US
