Abstract
Hugo Chávez, Venezuela’s enigmatic leader,
came to power in 1998 by trumping the two
political parties that had dominated the government
for years. This amounted to quite a
reversal of fortune: in 1992, as an army officer, he had led a failed coup attempt that
landed him in prison.
