Abstract
As Director of the Charlotte-Mecklenburg (North Carolina) Emergency Management Agency, Jeffrey Dulin embodies the all-hazards approach. “Our philosophy here is that terrorism is just another hazard that we plan for every day, just like storms or floods,” said the 2008 master’s degree graduate of the Naval Postgraduate School Center for Homeland Defense and Security. Dulin, a Deputy Chief with the Charlotte Fire Department, had been overseeing the department but assumed the Director’s title after a restructuring in August.
