Bob Nations describes how shifting priorities over the last 30+ years have contributed to the overall effectiveness of Homeland Security, emphasizing that even though career public safety personnel are now much more aware of national security issues - homeland security needs to maintain that "local" focal point - while educating local responders and public officials to deal with larger, more national, concerns.
