The international community’s conventional approach to peacebuilding in postconﬂict states has fallen short of expectations despite the enormous resources devoted to the endeavor. The mainstream response to disappointing peacebuilding outcomes has been to ﬁne-tune the model itself through a series of tweaks to the mandates of peace operations and their modes of implementation.
