dc.description.abstractThis thesis analyzes the impact of risk and uncertainty on the Defense (DoD) Acquisitions System and the decision making process of modern Program Managers. A number of risks and uncertainties will be identified and a determination will be made if Service Oriented Architecture (SOA) and Open Architecture (OA) decreases or increases risks and uncertainty. In addition, it explores whether SOA and OA has achieved projected significant cost savings.en_US
