Richard J. (Rich) Hoffman is the former Director of the Center for Civil-Military Relations at the US Naval Post- graduate School in Monterey, California. Mr. Hoffman also served as Executive Director of the Center from 1996 to 2004. As Director, he oversaw the development, coordination and implementation of broad range of executive education, pro- fessional development, and related training programs, with an extensive curriculum taught by a distinguished faculty of scholars, government civilians and military officials. These pro- grams continue to build the capacity and capabilities of allies and partner countries in the core tenets of civil-military rela- tions and democratic control of the armed forces, and specialize in the areas of national security policy and strategy develop- ment, defense/security governance and management, strategic planning and restructuring, combating terrorism, defense acqui- sition reform, and the prevention, relief and recovery of states from conflict and disaster. As an NPS Senior Lecturer, he also taught graduate courses in civil-military relations, policy and strategy development, military history, and joint and combined operations in the NPS Department of National Security Affairs.
