The Effect of Processes and Incentives on Acquisition Cost Growth

Bodner, Doug; Rouse, Bill; Lee, I-Hsiang (Monterey, California. Naval Postgraduate School, 2011-04-30); NPS-AM-11-C8P15R01-055
Cost growth continues to be a serious concern in major acquisition programs. A variety of causes have been identified for cost growth, including low initial cost estimates, complex acquisition processes, and immature ...

Addressing Cost Increases in Evolutionary Acquisition

Bodner, Douglas A.; Rahman, Farhana; Rouse, Bill (Monterey, California. Naval Postgraduate School, 2010-04-30); NPS-AM-10-029
Acquisition programs are under pressure to deliver increasingly complex capability to the field without the cost growth associated with recent programs. Evolutionary acquisition was adopted to help reduce system cost ...

Simulation-based Decision Support for Acquisition Policy and Process Design: The Effect of System and Enterprise Characteristics on Acquisition Outcomes

Bodner, Doug; Smith, Rob; Rouse, Bill (2009-04-01); NPS-AM-09-034
Effective acquisition programs, in terms of cost and capability outcomes, are increasingly important in today cost-constrained environments. Thus, it is important to have effective decision support for acquisition policy ...

Costs and Risks of Maturing Technologies, Traditional vs. Evolutionary Approaches

Pennock, Michael; Rouse, Bill (2008-04-01); NPS-AM-08-029
Evolutionary acquisition holds the potential to improve both the cost of defense acquisition and the performance of acquired systems. Traditional acquisition programs tend to employ promising, yet immature, technologies ...

Development vs. Deployment: How Mature Should a Technology be Before it is Considered for Inclusion in an Acquisition Program?

Pennock, Michael; Rouse, Bill; Kollar, Diane (2007-04-01); NPS-AM-07-005
Modern military systems increasingly rely on the integration of multiple advanced technologies. While these technologies vastly increase warfighter capabilities, they also introduce risk into the system design and development ...
