This study provides insights into 10 U.S. Code 236a—Cost or Pricing Data: Truth in Negotiations (TiN), formally known as the Truth in Negotiations Act (TINA). The landscape surrounding the requirement to submit certified cost or pricing data (CPD) has continually changed, which led us to question the applicability and benefit the government still receives from CPD. Exceptions to CPD led us to hypothesize that there is a decreasing scope, or need, for CPD on future acquisitions. This study seeks to determine if the government still benefits from CPD as originally intended. This study analyzed contract actions above the applicable CPD thresholds over the past five years to examine the scope, trends, and impact of the requirement. We completed this through analyzing data, collecting historical information, and reviewing changes to the law to determine the actual impacts. This approach measured the benefit the government receives in requiring CPD. We also identified concentrations of industries, agencies, and contractors most impacted by CPD. We performed a comparative analysis to discover that, while growing exceptions to CPD led us to believe there are fewer actions and dollars obligated requiring CPD, our findings uncovered the opposite result. In the past five years, the number of contract actions and the sum of obligated dollars requiring CPD have continued to increase, which confirms that the government still has a need and still benefits from CPD.
