Madam Speaker, I rise today to honor the memory of Dan and Dee Devlin, who through their 42 year marriage embodied the deepest love for each other, their family, their community, and the greater world around them. Earlier this year, tragically, these two wonderful people died within weeks of each other. I first met these two wonderful people in 1996 when COL Dan Devlin came to Monterey, Calif., to assume command of the Defense Language Institute, our Nation’s premier foreign language training center. Colonel Devlin personified DLI’s thoughtful, disciplined, and cosmopolitan commitment to our Nation’s defense. At DLI, he built a stronger and more vibrant academic and military institution. He boosted student achievement by enhancing the teaching environment for DLI’s native speaker faculty, focusing on professional growth, curriculum development, and performance-based merit pay. These efforts positioned DLI for its rapid response to the post 9/11 wave of new language training demands.Publication In Honor of James E. Mr. President, I wish to say a few words of tribute today on behalf of my friend Admiral Dick Camacho, on the occasion of his retirement from the private sector. Admiral Camacho’s ties to Hawaii go back to the 1870s, when his family emigrated from the Azores and began working on coffee and plantations on the Big Island and Oahu, respectively. His father went through the machinist apprentice program at Pearl Harbor Naval Shipyard and was working there as a supervisor when it was attacked on December 7, 1941. Then eight-year old Dick Camacho waited for two days before hearing from his father that he was okay and had been working around the clock putting out fires and assessing the damage from the attack.Publication Additional Statements; Tribute to Vice Admiral Keith W. Mr. President, I rise today to honor a lifetime commitment of service to the United States of America, our Defense Department and our great U.S. Navy by a true patriot, VADM Keith W. Lippert, Supply Corps, U.S. Navy. On September 1, 2006, Vice Admiral Lippert will retire after 37years and 8 months of dedicated and exceptionally distinguished service in the U.S. Navy. In addition to his retirement, Vice Admiral Lippert will relinquish command as the 14th Director of the Defense Logistics Agency, DLA, and I would note that he will retire as our longest serving DLA Director having spent the last 5 years at the helm of a Defense agency that has become increasingly important to the Nation.
