Abstract
This thesis explores the relationship between the traditional cultural heritage and business practices of a foreign country with U.S. military procurement policies and regulations. It centers on U.S. military procurement policy in Japan.
After briefly outlining the culture and unique business practices of Japan and the applicable U.S. procurement regulations, it presents a model of an actual situation--the revaluation of
the Japanese yen in 1971 and its effect on the dollar denominated contracts held by Japanese contractors. The thesis attempts to show a relationship between the actions and moves made by the contractors to the Japanese cultural traditions.
It stresses the importance of the role of the U.S. procurement official in creating a good working relationship with the foreign business community to advance U.S. interests in foreign relations.
