It is often argued that the post 1973/74 expansion in military expenditures undertaken in the last several decades in the Middle East and South Asian region has pre-empted funds that might have otherwise been allocated to education and the improvement of human capital. As a result, military expenditures have tended to frustrate national development programmes, especially those of the non-oil exporting countries.en_US
