Throughout the third plan, more than in any of its precursors, it is this theme of change and responsive participation in change which is dominant as exemplified in the introductory statement of development philosophy: "strategic priority to structural change rather than to growth" and "the spontaneous response from society to the opportunities offered by development."en_US
